Thanks for the help.  I just discovered that the problem is
obscure.  No wonder it didn't seem familiar to anyone.
Things went funny because I was trying to install my package
on an AFS filesystem.  The rpm program was trying to
chmod 02755 the prefix directory.  That's forbidden on AFS.
Only the low-order permission bits can be changed.
When I switched to an NFS filesystem, the problem went away.
