No wurries, you never ever have to 'generate a header file'
 
Some background: Those header files you see are generated by yum-arch or redhat's internal up2date related tools, so the yum or up2date client can download those (without having to download the complete .rpm packages) to see if they are updates that are needed, or provide a dependency some other update needs
 
So where do those header files come from? Actually that header is build in every .rpm file in the first X number of bytes of the file. It contains information about the package name, version, who build it, how big it is, what version it is, and what it depends on and/or provides
