If you're testing a new spec, and you have an error in %build or %install, you can use --short-circuit to skip %prep and/or %build to continue your compilation and installation testing. However, you can't actually build an RPM using --short-circuit. It's only using for restarting the process when testing. Once you have the problems worked out and you're ready to build RPMs, you need to go through the full process without trying to --short-circuit anything.
