difficulty building rpms

 Hi,
 
I have an rpm which I have built and for all intention purposes works well.  The only problem is when I make a change to the spec file and attempt to rebuild with:
 
rpmbuild -ba tivoli_gwproxy.spec
 
I get the following, and no rpm is built: Rebooting the machine corrects the problem allowing the above command to create an rpm one more time before another re-boot is required.  I believe this is not the expected behavior during rpm creation.
