Building debuginfo packages and stripping side-effects

Hi,

Is it *intentionally* that (non-debuginfo) packages are stripped
when you do build debuginfo packages, but are not stripped when
you do not build debuginfo packages (i.e. %debug_package %nil)?

This is the case for (at least) both RHEL 3 and FC 1, because
find-debuginfo.sh actually does the stripping as a side-effect,
while /usr/lib/rpm/redhat-brp-strip only calls "strip" with the
-g flag and thus does not really strip the binaries.

I'm not sure if this is done this way intentionally, as I had
expected that the contents of the (non-debuginfo) packages do
not depend on whether someone wants to build debuginfo packages
or not.  But in the current situation this assumption appears
to be incorrect...
