rpm 4.2 seg-fault with rpm -i '--define _install_langs C' ...

I suspect that the system I'm installing to has some i18n or glibc-locale pieces that are missing, or not what RPM expects, but I'm not sure where to look. This is a system where it is rather difficult to hook up gdb and source-code, and I confess I don't yet know much about post-mortem on core files. Maybe now is the time to learn...
 
Of course, the package installs fine without the language filter.
 
Does anybody have a suggestion about what files might be missing that would cause this? Thanks...
