Where can I find information about spectool? Am I correct in assuming that this creates spec files for RPMs?
Spectool is a tool to help QA people process specfiles.
For craeting specfiles you want one of these two scripts:
1) cpanflute2
The script cpanflute2 is included in the RPM-Specfile distribution. Although this module/script is a available in CPAN mirrors, you won't find there the latest version - CPAN is only mirroring version 1.13. You can find version 1.16 in fedora development mirrors
