I know at least two scripts:

1) cpanflute2

   The script cpanflute2 is included in the RPM-Specfile distribution.
   Although this module/script is a available in CPAN mirrors, you won't
   find there the latest version - CPAN is only mirroring version 1.13.
   You can find version 1.16 in fedora development mirrors

   Chip Turner directory in CPAN:
   http://search.cpan.org/~chipt/

   RPM::Specfile v1.13
   http://search.cpan.org/~chipt/RPM-Specfile-1.13/

   RPM::Specfile v1.16
   <fedora mirror base url>/core/development/SRPMS/
   File: perl-RPM-Specfile-1.16-2.src.rpm

2) cpan2rpm

   Project homepage:
   http://perl.arix.com/cpan2rpm/

   Erick Calder directory in CPAN:
   http://search.cpan.org/~ecalder/

   cpan2rpm v2.024
   http://search.cpan.org/~ecalder/cpan2rpm-2.024/


I have been using this last one for almost a year with pretty good results.
