Alternate: 
date +"%U %V %W"
man date
The format options give you the week number of the year, 
0-51 or 1-52, first day is Sunday or Monday.

if, eval and/or bc can let you decide whether this is the  
even week or the odd week, to then do as you deem right.

Or do half of the stuff each week.
 
(on even weeks, back up the zero bits, on odd weeks back up the one bits).

But he wants to run it every other wednesday. It seems to me that he
will need to run a program that runs every wednesday but sets and
unsets a binary flag which will cause the program to do m=nothing if
the flag is 0 (lets say) and proceed if flag is 1.
