I assume you want to run X Server on a windows machine and the actual
aplication on a remote Linux/Unix machine. In that case, all you have to do
is following

You can execute the commands using ssh on the remote machine(i iwll not
suggest telnet, but choice is yours)
On machine running cygwin
    xhost k.l.m.n
    where k.l.m.n is ip address of the machine where you will run the
application. You can provide dns name also if available(but check it if it
work by pinging to it first)

On remote machine
    export DISPLAY=a.b.c.d:0
        where a.b.c.d is IP of machine running cygwin

after this whatever GUI application you run on remote machine it will
present it's user interface on your machine running cygwin.
