/etc/sysconfig/harddisks

I use these options (old hardware):
USE_DMA=1
MULTIPLE_IO=16
EIDE_32BIT=3
EXTRA_PARAMS=-u1

Read 'man hdparm' carefully because some of given options may damage your filesystem.

On some hardware changing to the last kernel from kernel.org (whithout rh patches) may help (it works for me).
