Unless the earlier kernel had been patched.  You asked about a RH errata
that doesn't include a 2.4.23 kernel, so searching a 2.4.23 kernel to see
if it was fixed by the errata doesn't make any sense.

That would fall under (c).  The same non-Red Hat places to get info now
will still exist.  CVE, Security Focus, packages home page, etc.
