These options are available in Anaconda? Perhaps the "custom" partition selection?
Maybe fdisk bug. Try another partition scheme: single root (full drive, without boot partition), change order of partitions, add swap partition, and so on.
I might try to completely re-format the entire drive with FIPS , or partition magic, and reinstall from there.
