LateX is great for writing papers with complicated math formulas.  It's
not so hot at stuff like designing a graphically-intensive menu for a
diner.  Real LaTeX wizards would still be able to do it, but it won't be
easy for the rest of us to edit and expand their work.

Scribus (http://web2.altmuehlnet.de/fschmid/) might be what you want. 
This is what the webpage says:

Scribus is a Layout program for GNU/Linux®, similar to Adobe® PageMaker?,
QuarkXPress? or Adobe® InDesign?, except that it is published under the
GNU GPL.
