No filesystem is secure unless the OS that is accessing it thinks it is. 
Take the example of Linux reading NTFS.  Linux has no idea how to map
users/groups to the NTFS file permissions, so how well do you think those
permissions work?  There is a program for Windows (IIRC "explore2fs") that
will read ext2 partitions and the same thing applies.  Windows has no clue
about Linux users/groups.

The only filesystem with reliable read/write support from Linux and
Windows would be FAT.  Microsoft OSes only support Microsoft filesystems.
