Actually, there should be a default config file...if he had installed theHmmm. On my system "rpm -qi dhcp" says, among other things:
actual "dhcpd" package. The dhcp package he installed is just the dhcp client.

You should install dhcp if you want to set up a DHCP server on your network. You must also install the dhclient package, which provides the DHCP client, on machines that will obtain their IP address via DHCP.
I think dhcpd belongs to an older release -- there isn't one on my shrike CDs.
