Oops!  I got those from sourceforge and built them myself.

http://linux-hotplug.sourceforge.net/

Get hotplug-2003_08_05-1_rh9.src.rpm and build it or get

hotplug-2003_08_05-1.noarch.rpm
hotplug-base-2003_08_05-1.noarch.rpm

Sorry about that....
