ws_ftp works pretty well as a windows client - insecure though..

filezilla looks like it will do secure file xfer.

ProFTPD looks like it can handle the server end, but without a convenient client for Windows users, its an incomplete solution.

Any other suggestions utilizing SSL, SSH, etc are also welcome, but the client side has to be idiot proof for the average Windows user. i.e. No command line - has to be a GUI.
