It's my understanding that you can use a "cheap" GPS unit if it has a 
serial port interface.  I know there are write-ups on the web for such 
things, but I don't have references to them any more.   I haven't had a 
need to create my own stratum 1 server and therefore didn't persue the 
matter further.

In your searching, be sure to include groups.google.com.  I know there is 
heirarchy, something like comp.protocols.time (not correct) that this 
topic routinely surfaces.
