The distribution itself as a whole could be since GPL states any
"aggregate work" should also fall under GPL or it's not allowed to be
distributed that way... but then, ask your lawyer.

No, GPL explicitly demands the software must be freely redistributable,
so no license fee applies.

Depends on your definition of "free". The idea behind the GPL is that
software should be freely redistributable, usable and may be modified by
all without restrictions. It forbids you from placing additional
restrictions on the software, so it's not "public domain", but it
guarantees the software will remain freely available.

No. You are not redistributing the software, just using it. That's one
of the freedoms the GPL grants you.
