I don't have any experience with getting suexec to work
for virtual hosts, but I do have some experience getting
suexec to work for users.  But just to confirm, do you want
to be able to browse to a user's(Ex: joeblow) public_html
directory like

  http://www.somehost.com/~joeblow/cool_page.html

where cool_page.html really sits in
~joeblow/public_html/cool_page.html - is that what you
can't get to work right?
