Command to start sysconfig

Hi all folks,

Can you help me recall the command to start a small program to stop
iptables permanently with 'check' on its window so that iptables would
not start to run on next booting. This program can also start/stop other
applications from running.  

This program was running on RH7.3 and I suppose it is also running on
RH9.0

Not /sbin/chkconfig
