Dos style partition tables can only have 4 entries called "primary" partitions. One of those 4 (usually the last, #4) can be an "extended" partition, which can hold up to 11 more "logical" partitions, for a grand total of 14 usable partitions per disk (1-3,5-15) where data can be stored.
