if all messages were so short that the entire message fit into everyone's
view window, there wouldn't be any discussion on the issue, since it
would make little difference.

A properly replied to message doesn't need to be scrolled at all to get to the reply part. Unless you're only displaying 3 or 4 lines of the body.
