Sounds like the swat service is not enabled.

The GUI way is Red Hat --> System Settings --> Server Settings -->
Services.

Scroll down to the entry for swat and make sure it's checked. Then save
the settings and restart the xinetd daemon (which you can just scroll
down to, highlight and select restart).
