should prelink be run again after a kernel or library updates?

I recently installed kernel-2.4.20-13.9, but I am having ongoing problems
compiling tuxracer, because of the following error output:

SPECS]# rpm -qa | grep SDL | xargs rpm -V

changed since prelinking

Should I run prelink again?
