Gave this a try. Everything built and installed properly and the game was fully playable. Only one problem.

Still no sound.

Any further ideas?

Consider setting up a non root rpm build environment as well.

Once you have the rpmbuild packages installed, you can enable sound by 
editing one of the patch files included with the src.rpm.

Just edit tuxracer-0.61-config.patch and remove the last 18 lines.
Delete, beginning at the line:
@@ -3417,7 +3417,7 @@
to the end of the file.

Then, rpmbuild -bb tuxracer.spec

During the configure phase, you'll now see the following:
checking for SDL_JoystickOpen... yes
checking for Mix_OpenAudio in -lSDL_mixer... yes
checking for GL library... yes
