Hrmm, not sure what the problem might be. It does in fact work for me 
without error. Here are the commands, copied right off the console:
# rpm -ivh kernel-source-2.4.20-13.9.i386.rpm
# cd /usr/src/linux-2.4.20-13.9/
# make mrproper
# cp configs/kernel-2.4.20-i686.config .config
# make oldconfig
# make dep && make bzImage && make modules

It built right through to completion.
