Before logging out click this if you want to save the current session or not. Upon login your last saved session will be used. It's not the same as before with a little checkbox popping up at logout, but it works. I suspect KDE/Redhat assumed that people tend not to change their session settings too often, so this mechanism is used rather than prompting the user every time they logged out.
