cups-lpd is the only file with executable permissions in my
/etc/xinetd.d too.  My rpm -V is slightly different:

[ed@xxxxx ed]$ rpm -V cups
..?..... c /etc/cups/classes.conf
S.?....T c /etc/cups/cupsd.conf
S.5....T   /etc/cups/mime.types
S.?....T c /etc/cups/printers.conf
missing    /var/spool/cups/tmp
