I have setup my users and I have also used Webmin. It appears to work fine from the command line.
Since it is supposed to be a feature I was trying to use it. The testparm works so there does not appear to be any issues with Samba (I am sure there are a few but....)

Have you setup up your users as samba users? If you haven't done so yet,
try this:
www.webmin.com , it makes these kinds of tasks a cake walk.
