Nooooo....don't reinstall!  :)

You can save yourself a lot of time by using redhat-config-packages. 
Run that program and then select the Development Tools group.  Then
click "Update".  The program should then prompt you for the right CD's
to insert.  Please look at
http://www.redhat.com/docs/manuals/linux/RHL-9-Manual/custom-guide/ch-graphical-rpm.html for more information on using the Package Management Tool.
