I would recommend that you:
rpm -e --nodeps docbook-dtds sgml-cmmon rm -rf /etc/sgml rpm -ivh sgml-common* docbook-dtds*

That worked! I should've been able to figure that out.
FWIW, here's what /etc/sgml now looks like:
catalog sgml-docbook-4.2-1.0-20.cat sgml.conf sgml-docbook.cat sgml-docbook-3.0-1.0-20.cat xml-docbook-4.1.2-1.0-20.cat sgml-docbook-3.1-1.0-20.cat xml-docbook-4.2-1.0-20.cat sgml-docbook-4.0-1.0-20.cat xml-docbook.cat sgml-docbook-4.1-1.0-20.cat
As you can see, all the .cat's prior to *-20 are gone.
