Command syntax to set uid root - please help

Hello List:

 

I received this advice from another list, but then the thread went dead.

I believe the intention behind this is to invoke kppp as a user without
having to supply the root password each time.

 

What would the command line syntax be to "Set UID" permission on:
/usr/sbin/kppp to root?
