tiff2ps was the secret. I can't believe I looked at all the tiffto* commands but missed the tiff2* commands.

have you tryed libtiff, mgetty-viewfax, ghostscript, ...
see man libtiff
man * tiffinfo tiff2ps fax2ps ps2pdf ...
$ fax[tab][tab] $ tiff[tab][tab] $ ps[tab][tab]
try to read/print your results with
viewfax ggv xpdf acroread gimp mpage ...
