I've been trying to find a set of tools included in RH9 to convert a FAX file I have in TIFF format. With the PBM and other tools I've been able to convert a single TIFF file to a PDF but not a multi-page TIFF into a multi page PDF.
it is possible but i have forgotten how i have done exactly this ~ 1,5 year ago
have you tryed libtiff, mgetty-viewfax, ghostscript, ...
see man libtiff
man * tiffinfo tiff2ps fax2ps ps2pdf ...
$ fax[tab][tab] $ tiff[tab][tab] $ ps[tab][tab]
try to read/print your results with
viewfax ggv xpdf acroread gimp mpage ...
