Ownership of modules in /usr/sbin

What is the effect of having a module, such as /usr/sbin/apxs, which is
not owned by root? For example

-rwxr-xr-x 1 cochranb cochranb 24039 Jun 4 22:53 /usr/sbin/apxs

Would non-root ownership cause another program to refuse to run the apxs
script?
