I installed my second installation on the primary. It formally had
windows. When I did the install, to replace windows. It had labels, but
the labels were unique for each installation.

My first installation on the secondary drive is RH9 and RHL 7.3
installed on the smaller primary drive.

It sounds like you might try and use the actual device name, instead of
the label. You might have success in relabelingt one of the boot
partitions, but I'm not clear on the labeling scheme yet.

If you want to see or transfer information from one installation to the
other. It is easy to make a directory. Then mount it as you would any
other partition. I use 7_3boot and /7_3root for my RH9 installation to
mount the 7.3 drives. For seeing the RHL 9 drives in 7.3, it was done on
installation. I chose the proper  drive and mounted my home, / and boot
in a similar fashion.

Seeing one installation from the other is great for editing the grub
boot loader and also for transferring files between the two
installations.
 Each installation has their own boot partitions and some cut and
pasting information from one config file to the other is needed. The RHL
7.3 installation has the active grub, which boots.
