Let's start with the basics.

You realize that Apache is Apache 2.0 and not Apache 1.3? There is a world 
of difference between the two. Redhat 8+ use Apache 2.0.

Second, let's see your config file, or at least the important parts.

Finally, if you like, give us the page you are looking at.
