If I'm not mistaken, /usr/local/netscape has a special meaning
for Netscape, ie. that's where it's looking for plugins and maybe
some other infastructure, too. Have you tried to install in a
different directory, for instance in /opt/netscape-7.1 (which is more
in compliance with the FHS anyway)?
