The only thing I can think of is that RedHat 8 defaulted to having DMA
turned off, whereas RH9 defaults it to on, you might try re-enabling the
ide-scsi module and then disabling dma on the CDROM drive using hdparm
or a module option.

It may be that DMA is unreliable for your system.
