Well, in RHL v7.3 I was running a stock kernel 2.4.20 (built by me with
Generic PCI support) and all was well. With Red Hat's tweaked kernel
2.4.20-9 (from RHL 9 updates) I seem to be unable to set DMA for this
same hard disk and controller.

I am rebuiling the kernel as I type with with the .config file used to
build my kernel under v7.3. If DMA is once again supported for this same
hard disk I will add in Red Hat's config changes until it breaks.

All of the above is a very verbose way of saying that I'm skeptical that
my controller (OPTi 82C825 [Firebridge 2, rev 48] on a Compaq Presario
1260) is blacklisted. Unless, of course, RH is adding to the blacklist
found in the stock 2.4.20 kernel.
