That annoyed the heck out of me, so I just edited /etc/sysconfig/i18n. The 
offending var is LANG and specifically the UFT-8 part.

But hey...look at this:

$ rpm -ql redhat-config-language |xargs grep -l /etc/sysconfig/i18n
/usr/share/firstboot/modules/language.py
/usr/share/redhat-config-language/language_backend.py
/usr/share/redhat-config-language/language_gui.py

I'm allergic to X, so have yet to explore the joys of redhat-config-foo.
