i686 machine can NOT use glibc-*.i386.rpm ?

Hi...
Does anybody encounter the same problem with me ?
Due to some reasones, I have to use the i386 packages (especially glibc)
in i686 machines. This was ok when I use it in Redhat 8.0, but when I
tried the same way in redhat 9 (by using apt-get upgrade, and set the
Architecture "i386" in /etc/apt/apt.conf, it installed the
updates/glibc-2.3.2-27.9.i386.rpm for me), it failed when it boots to
init...
So I use the rescue disk, boot it, then reinstall glibc i686 package,
it' ok again.

What can I do for this if I have to use the glibc i386 package ?
