Unless I'm mistaken apt has always passed things to the rpm binary.

To be clear I've run into the same locking situation in yum on occasion
and yum is using the identical method that up2date and anaconda is using
for interacting with the rpmdb.

To be clear it can occur but it should occur less often. now.
