Narrowed down the problem.  It appears to be with the gpm startup script,
when configured for a mouse, but when one isn't there.  (I had done a
setup with a mouse, and then unplugged it once I switched to using the
Weasel.)

Something about the gpm script is causing the keyboard port to have the
clock line set to low, in the situation of initting for a mouse that isn't
there.  This causes the Weasel (or any keyboard for that matter) to not be
able to send characters to the console.  Should I file bug?  (Basic repro
is setup with mouse, then remove mouse on reboot, causes keyboard not to
work on boot.)
