How do I remote admin CUPS?!

I'm going INSANE! I simply cannot get CUPS to pay attention to my settings in /etc/cups/cupsd.conf. Here's what I have now, and still I get a "connection refused" from the server.

<Location /admin>
AuthType None
Deny From None
Allow From All
</Location>

<Location />
Allow From All
</Location>

Browsing On
BrowseProtocols cups
BrowseOrder Deny,Allow
BrowseAllow from @LOCAL
Listen 127.0.0.1:631

I have gone so far as to put a "Deny From All" in the "/admin" section, and it STILL does NOT prevent the localhost from being able to use the admin pages. What in the world is going on with CUPS?!?!?! It must be something very simple (and located in another config file), but I sure can't find it.
