It should have been gone because it is flagged obsolete by the
XFree86 package:

  $ rpm -q XFree86 --obsoletes | grep xf
  XFree86-xf86cfg

I would assume you reinstalled it at some place. ;)
It has been replaced by "redhat-config-xfree86".
