I am using kppp to connect ISP but his telephone No.is preset in 

kppp configuration
Account setup/dial setup

To change it in case of busy re-editing "kppp configuration" is
necessary.  For such a reason I am thinking of the "dialer" / "kppp
dialer" to avoid re-editing
