I have no idea if this is the "correct" way to do things, but I put the
following line in /etc/sysconfig/i18n

LC_ALL="POSIX"

This cleans up my man pages and makes sorting behave the way I think it
should (case sensitive).

You can test it first with:

export LC_ALL="POSIX"
man man
